iTunes is the default data management platform, so you use it to sync iPhone contacts with Outlook. If the contacts' syncing feature is active, access the Settings menu of iPhone > [your name]. Find the toggle for iCloud Contacts and turn it towards OFF.
How to do this?
Step 1: Use a USB cable to connect the iPhone device to your computer. The iTunes app would run automatically. Alternately, open it through the Home Screen if the application does not launch by itself.
Step 2: Choose the “Device” tab and click the “Info” option.

Additional Note: For Microsoft Exchange Server users, if your account is active and you have 500+ contacts, they would not sync properly into iTunes. Enable the Cached Exchange Mode to handle this issue.

Step 4: On the next screen, tap on the gear-shaped icon on the far-left side of the bottom part of the window. For exporting all contacts, click on the “Select All” choice.

Step 5: Click on the gear-shaped icon once more. Select the “Export vCard” option for downloading all contacts into your device.
How to do this (Converting vCard - CSV file):
Step 1: Go to a vCard / VCF to the CSV converter site.
Step 2: Click the “Choose File” or “Insert File” option to add the exported vCard file.
Step 3: Make specific choices like Encoding and Format settings > Save.
Note: You can also use Gmail for help, which supports importing vCard files and exporting contacts to Outlook CSV format.
How to do this (Import Files to Outlook):
Step 1: Access the Outlook application on the PC and open the File tab.
Step 2: Choose the “Open & Export” button, and select the Import/Export choice.
Step 3: On the next window for Import and Export Wizard, choose the “Import from another program or file” option. Press the Next button.
Step 4: Click Comma Separated Values > Next.
Step 5: Press the Browse button and choose the Contacts file. Then, select the desired option and click on the Next button.
Step 6: Under Select Destination Folder, choose Contacts > Next.
Step 7: Start the importing processing by clicking on Finish. The Import Progress box would automatically close when the transferring process ends. Then, click on the People icon on the Outlook homepage to verify if all contacts are imported.

Besides transferring contacts from iPhone to Outlook via PC devices, there are techniques available to do this directly via iPhones/iPads.
It is possible to sync the contacts on iPhone directly to Outlook via Settings. However, keep in mind that this method does not discriminate between different active accounts and would mix all available contacts.
Step 1: On your iPhone device, open the Settings menu.
Step 2: Go to the “Password & Account” option.
Step 3: Click on Add Account > Outlook.com.
Step 4: Log into your registered Outlook account.
Step 5: On the next screen, activate the switch for Contacts, Email, Calendar, and Reminders.
All contacts will sync automatically to your account.
You can use this tactic to import iPhone contacts to Outlook or export them if you are operating via an internal corporate network. So, group users, like members of a business, can work with an Exchange Server for syncing the contacts.
Step 1: On your device's home screen, click on the Settings app. Then, select “Mail, Contacts, Calendars” from the list.

Step 5: Choose the contact types for syncing and click on the Save button to import iPhone contacts to Outlook.
